Rather I think it's more of a general one against segregation and prejudice because of differences. If you look at it, not only are the Diclonus female, they also posess a very distinctive skin and hair colour, both of which (pale skin, red hair) are rare in japanese society. Anyway, before I ramble too much, I would say Yuka is the way she is merely to provide a romantic foil to Lucy/Nyu. She uses stereotypical anime tropes so that she can be a familiar archetype to viewers.
